This black polyester chiffon has stripes of black eyelash fringe, alternating between a more matte fringe and a shiny tinsel fringe. This chiffon has a lovely shimmery look from the tinsel fringe and is perfect for using in a variety of apparel and costume projects. As the base of the fabric is a chiffon, a lining may be desired for some projects.
